Upon his shoulders rests the heavy responsibility of justifying the congestion charges to the public being, as he is, a strong proponent of the highly controversial scheme.

Andrew Simpson, managing director of the highly influential Peel Holdings, stands in fierce opposition to the charges and represents the opinions of many Manchester businesses. The argument is being watched closely nationally by the rest of the country.

The congestion charge scheme, originating from London of course, if implemented in such prominent cities as Manchester, could have a knock-on effect on councils throughout the UK who may decide to jump on the band wagon and instigate similar schemes within their own districts.
